10. It is entirely from personal investigation combined with beginning among many of those who have looked into this subject that I base these remarks.
The thought of directing inmates of brothels in Clinics to labour has been discussed. The advantages of inspection were explained, but remained from the following day.
Section relating to the inspection, 300 and stated if carried out in its entirety they could induce them to remain in their brothels. The intention was to close establishments.
Inspection would be assured. Indeed, by instruction from Sir R. Macdonnell, I acquainted the Keepers of these establishments with the praising of the new Ordinance called to my attention.
Section was postponed, and remains so, I understand, to the present time.
