The writer complains that certain concessionaires of a submarine telegraph company connecting the Philippine Islands, Singapore, and Manila have been granted a monopoly. He suggests that Hongkong should refuse to land the cable without an agreement from the Spanish that other enterprises shall have the same opportunities.

To the Treasury for conduct.

On the other hand, it is urged that the refusal of all exclusive privileges for some limited term (say 10 years) deters capitalists from embarking on telegraphic enterprises, and throws the work into the hands of speculative companies.
