"Leave of absence beyond 1/6th of Lewis and resident will only be granted by the Secretary of State on the recommendation of the Medical Officer employed by the Colonial Office, the nature of which must be stated and must be satisfactory to the Secretary of State.
Such an addition would apparently go some way to removing the impression that exists to some extent amongst the public that because their beneficial leave over & above the 1/6 of Resident's leave for six months is included in the maximum amount of leave grantable, they are not entitled to it unless on special grounds.
I put in a claim for it on other than special grounds.
