I have laid before the Postmaster General your letter of the instant, which you sent to this office a copy of a despatch to Earl Granville from the Governor of Hong Kong, enclosing a letter from the Colonial Postmaster General suggesting that arrangements should be made with the Agent of this Department at San Francisco for transmitting correspondence from Hong Kong to various places in North and South America and the West Indies, by means of the United States mail Packets running between Hong Kong and San Francisco.
