With ref. to my desp. No. 118 of Ypr. Me 20 of 31 Aug. l : to the Belgian vessel "Frederic" bound from Hong Kong with cookies consigned to Messrs. W. & J. Turnwallane & Co. of London & in reply to your letter of 4 Oct. by last mail in answer to mine of 27.9.1869.
I was instructed to make enquiries into the condition of the goods on their arrival in London & to report whether the contract entered into with them had been observed. I have to state that the "Frederic" has not made its appearance in the above port.
