I think I must observe that, in the despatch from the Emigration Agent, rather a general interpretation is given to parts of my dispatch N°32 of 10th March respecting the condition & treatment of Chinese in Peru, there are, however, some who speak little in favour of good treatment.
However, as the system now exists, and the Govt not having inspectors to see that the Contracts are observed, and the Chinese having no representation or Consuls to appeal to the whole thing must be liable to much abuse, especially in the outlying agricultural parts of the Country.
It would be a great improvement.
