In reply to your letter of the 30th ultimo, as to the course to be pursued by Sir Rutherford Alcock in his negotiations with the Chinese Government in regard to the appointment of a Chinese Consul to reside in Hongkong, I am directed by the Under Secretary of State for Colonial Affairs.
