I am directed by the Earl of Clarendon to acknowledge the receipt of your Letter of the 29th instant, inclosing a copy of a Report from the Emigration Commissioners, pointing out that the suggestion contained in my Letter of the 25th ultimo, as to the Emigration of Coolies from Hongkong to Peru being restricted to British Vessels, could exclude foreign Vessels from carrying Chinese Emigrants
