You should be made acquainted with the views of Mr. Alen & Mr. Robertson in regard to the proposed Regulations, but no instructions will be issued by this Govt until some report upon them shall have been received. As at present advised, I see no objection to adopting proposals and I trust that their adoption would not have any injurious effect upon commerce.
