In reply to your letter of the 14th I am directed by Me Earl of Granville to request that you will state to Lord Clarendon that, as His Lordship desired to refer to Governor Sir Richard Macdonnell for a report as to the manner in which Admiral Sir Henry Keppel's proposal with regard to the suppression of Piracy would affect the trade of Hongkong, Lord Clarendon is of opinion that it would be better to await the Governor's report before deciding on the instructions to be given.
