I am to add that I am willing to take an interest in any undertaking of public utility, but that it is desirable that you should apply in the first instance to the Representative of the U.S. Minister in order to secure the support & cooperation of the Chinese Government, without whose formal sanction H.M. Govt. could not give their assent to any project for laying Cable between the coast of China & the Island of Hongkong.
