I am not officially advised by the Chinese that another Company has expressed a very strong desire to construct cable Lines along the Coast as proposed by you.

I am pleased to learn that you are going forward immediately with the enterprise. The engagement you made that you propose to extend to British & other Capitalists the privilege of joining favourably strikes me especially that part of it.

While these plans will not in the least interfere with the assistance & protection which will be made to your undertaking by the Navy of the U.S., they will no doubt secure to you similar assistance & protection from the Navies of other Powers.

The Completion of your Lines in the South to Singapore & thence with the projected Telegraph Lines of India, & on the north with Russia via Jehan, and with the Aleutian Islands with the U.S. of America will perfect the Telegraphic Circuit of the Globe.

In view of this it will be most satisfactory to the Chinese that you should make your plans as cosmopolitan as possible in its character. I heartily commend that for a proper period it shall be optional for British & other foreign residents in China & for the Chinese merchants & capitalists to subscribe a portion of the capital stock of your Company.
