In reply to your request that I put in writing, for the information of the stockholders of the Corporation you represent, the substance of what I have frequently stated verbally, as to the position which our Company occupies with the Chinese Government, I beg leave to state that while Minister Plenipotentiary and Envoy Extraordinary of the U.S. to China, I had frequent interviews with the Representatives of the Chinese Government at Tientsin, with regard to a concession to construct Telegraphic Lines throughout the Chinese Empire.
