I also have the honour to enclose a copy of a letter from Acting Secretary of the US Navy, A. D. Parter, directing Rear Admiral S. C. Rowan, Commander of the Asiatic Squadron of the U.S. Navy, to afford whatever aid, assistance, and protection is at his command, without detriment to the public interests, to the Enterprise.

These papers are laid before you as evidence of the earnestness of our purpose and to solicit similar aid, assistance, and protection to the undertaking from Her Majesty's Navy.

The cable to be used will be manufactured in British workshops; the principal portion of the capital will be British and European, while the facilities for commerce and traffic will be common to all the world.

Hoping that it may be agreeable to the Foreign Office to sanction similar instructions to those of the U.S. Navy Department, and that it will be agreeable to you to be advised of your actions in the premises.
