I have the honor to enclose the copy of

despatch to the naval Commander in Chief,

Sir H. Keppel, respecting the expediency & practicability

of various measures designed

to insure

the Cooperation of the Chinese naval forces.

As the Admiral informs

he has sent

his correspondence to the Admiralty, I deem

it unnecessary

to send a copy

For the reasons stated in

my reply to

the Admiral, Y.L. will see that I have

very little

hope of any effective cooperation from the Chinese. If anything we tend to stimulate the foot here to more decided action it will be the demand that

they should bear the expenses entailed upon the Earl of Clarendon K.G.
