Monsieur l'Ambassadeur,

On the 6th of October last Lord Stanley had the honour to inform the Vicomte de Lt. Ferriol that he was in communication with other Departments of the Govt. with references to a complaint which the French Consul at Hongkong reported, had been made to him by the Governor of that Colony regarding the proceedings of the Captain of the French mail Steamer "Hooghly" in having hoisted the Japanese flag in those waters.

I have now the honour to inform Your Excellency that the conclusion at which we have arrived on this question is that as we are not aware of any national or international law prohibiting vessels from hoisting the Colours of any other nation at their mast heads, so
