I have the honour to inform you with reference to your letter of the 6th inst. that I have referred to the Law Officers of the Crown your letter of the 8th ult. this month in reply to mine of the 22nd January respecting the arrest at Hong Kong of some sailors on board the Steamer "Tigre".

I have now the honour to state to you, to which was referred my reply above founded, I stated to H.E., upon a report from the Law Offices, was based upon the assumption that your letter of the 24th of December last intended to convey the fact that the "Tigre" was not engaged in the conveyance of correspondences, but in the carriage of baggage only; and upon that assumption it was not considered by H.E. that the "Tigre" was employed in execution of Articles I & II of the Postal Convention, so as to be within the scope of Article I of that Convention.

I trust it did not however intend it to be understood that they considered the
