Pekin. Dec. 14. 1868

"In reference to the Memorandum inclosed in Your Imperial Highness's communication of the 6th of December, divided into six heads, I have the honour to state in reference to N° 1: The proposal to appoint Chinese officials to reside at Hong Kong for the express purpose of attending to the collection of duties in the interest of the Customs, that this cannot be acceded to in British Territories. But admitting the existence of the evil complained of, it seems reasonable that the Emperor of China should have the same right to appoint a Consul to reside in Hong Kong as all other Treaty Powers have, & to enjoy & exercise the same authority in matters
