Mr Consul Robertson has transmitted to me from Canton the inclosed correspondence with the Colonial Authorities at Hongkong relative to the pursuit of criminals into Chinese territory by the Police of that Island, when they escape to the mainland, & the desire of Sir R.J. MacDonnell to have direct communication authorised between the Col: Sec: & the Chinese Authorities at Kowloon on the opposite side of the harbour of Hongkong.
I have not felt at liberty to accede to Sir R. MacDonnell's wishes for the reasons stated at length in my despatch to the Consul. I need only add here that, while his Lordship desires some express sanction to the proposed course, he will perceive that it is assumed that the power of entering into
