I should state that it appears essential to the preservation of order within Hong Kong in the heightened state of irritation thus created.
Jurisdiction authorities should be able to communicate with each other officially in matters of an immediate character.
It is obvious in practice that in a case of criminal offence on one side of the frontier and the accused on the other side, with the difficulty of diplomatic intervention, officials on both sides should be able to communicate directly with each other.
At the same time it can be urged that this arrangement would facilitate much easier intercourse on details without intricate diplomatic intervention.
