From the recent mission of Thornton Warner to the Ports of the South of China on behalf of the British Emigration Commissioners, it seems probable that the subject of Emigration from this country to the British Colonies may already be under consideration by the British & Chinese authorities. If this is the case, & if you should have any further communication with H.M. Government on the subject, you might perhaps think it worth while to mention, for the consideration of the Emigration Commissioners & the Colonial authorities interested in the matter, some of the facts & opinions contained in the inclosed memorandum.
