I have the honor to inclose copy of some correspondence between Hill. Minister at Peking & myself, arising out of a reported project of the Macao Coolie Sealers.
I have written to H.M. Consul at Manila on the subject; & private individuals at other places in the Philippines will also be on the look out for, & communicate to me, any proceedings of the Kind mentioned by Sir R. Alcock.
