the opinion already expressed by the Eming Comd, viz, that if you do not

possess power under the

Sect of the Chinese passengers

Act which requires

that a passenger ship shall be

properly manned, to obviate

the incompetent or

misconducted master you

should

be invested with such power by a local

Ordinance.
