After further communication with the Commissioners, I am of opinion that Captain Mathews has vindicated himself, but that the censure passed upon him was justified in respect that it was a consequence of his own omissions.
I shall explain the facts.
453. In regard to the ventilation of the Emigration ship, it appears that the calculation of the space of the 'Latchwaes' was erroneous.
(1) In other respects, I see no reason to dissent from the opinions expressed by the Commissioners in their report of the 2nd March. I observe that four of them have come to the same conclusion.
