Upon dealing with the question I submit that as regards the absence of a surgeon the Emigration Agent has vindicated himself;

but that the conclusions pronounced in that respect are the consequences of his omission to explain the facts;

and that in regard to light and ventilation at hatchways my calculations are erroneous. Due to no fault on my part.
