H. Lastly in respect to the

intention

survey of the Ship I had no

of blaming Mr. Thomsett for accepting Mr Murdo's certificate. If blame attaches to anyone for the condition of the ship when she proceeded to sea it is to the surveyor

passed

her. Sir R. Macdonnell states

and

that Mr. Murdo is known to be a most competent conscientious surveyor. Still it is difficult to understand

if the ship was seaworthy
