In reply to your letter, I transmit herewith a copy of the reply of the Emigration Committee, to whom you referred the matter.
And I am to instruct you to prepare and lay before the Legislative Council at its next session an Ordinance forbidding the equipment in Hongkong of any vessel for the reception of Emigrants on the despatch of any vessel carrying emigrants without a Licence from the Governor.
