with a hot iron, and that in consequence of a representation on the subject from the Portuguese Consul at Lima, the Governor of Macao had prohibited future emigration from that settlement to Peru. Sir D. McDonnell in his pressal despatch encloses a letter from the Governor of Macao stating that the story of the branding had proved to be a falsehood, and that he had accordingly withdrawn his prohibition.
3. Under these circumstances Sir D. McDonnell considered that he would not be justified, even if he had the power, in prohibiting emigration from Hong-Kong to Peru, provided the requirements of the Chinese Passenger Act were properly complied with. The question had been raised by an application from M. Ricaise, the master of a Belgian ship the "Frederic", who was commissioned to engage migrants for a firm of large capitalists and landowners in Peru. The contract was to be for 8 years and the terms of it were modified in compliance with suggestions by the Governor, and was also given for the security of return passages of the people at the expiration of their service, or if the employment promised them was not provided.
