7. The Governor suggests that the length of voyage to Australia should be fixed at 100 days instead of at present 80 days. This would clearly be desirable. It would indeed be as much to the Str. Monsoon-right desirable to discourage as possible, if not to prohibit, the sailing of Emigrant ships for Australia during The prohibition of sailing ships for places west of the Cape between May and September is absolutely prohibited by the Colonial Ordinance No. 12 of 1868. But as regards Australia, Latitude of 10.5, which is the limit of the Monsoon, there is in fact no reason why emigration to Australia should not be put under the same limitation as regards the monsoon as emigration to the West of the Cape. So much so that the Governor's attention should be called to this point.
