I am directed by Mr. Secretary to inform you that it has been considered expedient by this office that the Military Contributions due by the Colonial Government Hong Kong to special Funds should be paid into the Treasury through the Military Accountant at Hong Kong,
and instructions to this effect were issued to the Controller of Military Expenditure at that Station by Letter dated 57 July 1868. - Since then, however, the former practice of making quarterly payments through the Crown Agents for the Colonies has been adhered to, and I am, therefore, to request that you will move Earl Granville to give such instructions to The Under Secretary of State for the Colonies.
