I am directed by the Lords Commissioners of Her Majesty's Treasury to acknowledge the receipt of your letter of the 10th Inst transmitting copies of a letter and Enclosures from Mr Milliken respecting a scheme for laying a Telegraphic Cable Along the China Coast and in the China Seas and North Pacific Ocean, and I am to state for the information of Earl Granville that in the absence of information as to the financial ability of the Company represented by Mr Milliken to carry out the extensive scheme of Telegraphic Communication which they propose to undertake, My Lords are unable to offer an opinion in regard to his proposal
