the 16th July, having reference to questions arising out of the trade between the treaty Ports of China & Hong Kong, requesting that Lord Granville may be informed whether the Lords of this Committee are able to form any opinion as to the feasibility of "Arrangements being made under which Goods could be transhipped at Hong Kong without the penalty at present attaching to that process",
