conditions set forth, viz.: the power required, the stowing of H.M.'s Coal within the given space, and the easy accessibility of all the parts of the Engines and Boilers; while the 4th "condition" - that the Boilers might stand above the water line - rather favored opposed the arrangements adopted.

6. I am therefore of opinion that, so far as was known to you at the time, the form of Boiler adopted was well suited for the purpose in this case, and the best that could be adopted; that there was nothing in the Requisition to preclude its adoption; and that there were conditions in the Requisition which made the adoption of some such Boiler necessary.

7. With reference to the question "whether there is any necessity" arising out of the proposed "arrangement of the machinery" for the suggested lengthening of "the Vessel", I beg leave to state that I am not in possession of sufficient information relative to the nature and objects of the Vessel to enable me to judge whether a clear deck over the Boilers is absolutely necessary; but neither the fore-and-aft strength of the present arrangement, nor the cutting of the beams, nor the...
