1. That the Coal bunkers, in the space of the "Engine Rooms", should contain Coals sufficient for 4 days full steaming.

2. That the length, breadth and depth of the "Engine and Boiler space" were to be shown in the accompanying drawings.

3. That every part of the Engines and Boilers was to be made "Easily accessible."

4. That the Boilers need not, of necessity, be below the water bulkhead.

These conditions had to be complied with under the further condition that the Engines were to be of 50 I.H.P, or less if they cannot be got within the space shown in the "plan," observing that although this was clearly stated at the head of the Requisition, the Starboard Master further on laid down, "Combined power of Engines 50 HP, nominal" as one of the points to be observed.

4. Now the construction of Engines and Boiler of 50 HP, nominal, and of an Efficient and proper type, to work with Coal for 4 days full steaming, and to be within the literal limits of length, breadth, and depth laid down, was an absolute impossibility; for suitable Engines and Boilers of even 40 H.P. could not be constructed within...
