Mr. Rudkin's minute is pretty much what was anticipated.

1. what nobody disputes - mode adopted - was, instructions,

2. that in the absence of further instructions, the best approximation to what the Colony has ordered

3. what had also occurred to us. But the instructions are inconsistent -

"Cutting down tovo" is rather involved and Kin

4. But then what is the purport of the instructions -

nothing but the Express Requisition to produce I. & M. Pattern "home" of the Makers of the agents.
