at a loss to conceive in what respect the plan adopted is unsuitable, as stated by Governor Sir R. G. McDonnell, and I think that he must have been misinformed as to the merits of the case, as
the Requisition has been
in all respects complied with both in the letter and spirit, and I think

The Requisition states under the head of certain particulars to be observed "the length breadth and
"definition of the Engine and Boiler

"been shewn in the accompanying
"As the Engines will not be to

care is to be taken in

"arrangement of Boiler Machinery every part may be easily
accessible so that no difficulty may
be found in preserving them in an
"efficient state. The Boilers need
"not of necessity be below the water line. All the particulars of the Requisition and a copy of
the Vessel were sent to three leading Firms and three designs and estimates were submitted by Messrs Maudslay Sons and Field, Lambeth, Messrs Penn Sons, Greenwich, & Messrs Blyth trichouse. All these manufacturers required
