Chinese Junk, the little unsightliness caused by the projection of the June Boiler casing, was considered more objectionable for Hong Kong than it would have been in London.

With regard to the Employment of Macdonald Field Co., which the Governor seems to think was imperative upon the Crown Agents, I would refer you to your letter of 25th January 1867 (also on Hong Kong affairs) in which the Crown Agents stated that they were not hereafter to consider that the recommendation of a Colonial Officer, without the approval of the Secretary of State, would authorize them to refrain from inviting tenders, in any case where usage would require that such tenders should be invited. It is very desirable that the check of competition should not be dispensed with, except on very special grounds; and such grounds did not exist in this case.
