In order, however, to, as far as possible, ensure a full and entire compliance with the intentions of the Colonial Government, the Comm Agents first of all went carefully into the matter in conjunction with an experienced mechanical Engineer, whose report is herewith enclosed. The result of their deliberations was, that they determined to send the drawings and all the information received by this Department to three makers of unquestionable standing, viz: Maudslay's of Lambeth, Penn & Sons of Greenwich, and Blyth's of Limehouse. These three Firms were invited to send in Designs, Specifications and Tenders, based upon their several interpretations of the information thus given. Curiously enough, and particularly on those points upon which the Governor complains, the differences were great, though not decidedly against Maudslay.
