Transmit, for the information of Earl Granville, copy of letter received from Mr Kinder stating that he is unable to produce the necessary certificate from the Government of Hong Kong that his salary has
been paid to the 4 September last and no longer, and I have the honor to enquire
whether under the circumstance the Crown Agents may
issue Mr Kinder's salary for that date without such certificate.
