As the remarks appended to the statement are either of themselves sufficiently explanatory in reference to the despatches in which full explanations are given, it would be needless to detain Your Lordship with repetitions. I may however remark that the large sum of 10,000 dollars given in aid of expenses at the City Hall for reception of His Royal Highness the Duke of Edinburgh might more properly be entered as in aid of the completion of The City Hall.

It is true that the City Hall was in many ways necessary for the reception of His Royal Highness, but nevertheless the expense incurred in completing it as a permanent Building of that kind cannot fairly be regarded as entailed on the Colony by the Prince's visit, and I think provision should be made in the supplementary Estimate for that amount in such a form as not to ascribe that expenditure so exclusively to that visit.
