mitiate the new instructions and be a reasonable recognition of the efforts made by the Colony to recover a sound financial position. I would not make the suggestion, if I could see any adequate reason for refusing such a boon. It sums at least an insufficient ground for its refusal that it is in contemplation to allow the Special Fund to accumulate for purposes remote and improbable in the highest degree, and in connection with which we can acquire little more information fifty years hence at this moment.

Whence then we may eventually decide on paying to the Sue C. Co.? 20. Jan 70.

In the meantime, whatever may be the balance, which your Lordship may eventually decide on crediting to the Special Fund at the close of this year, I shall immediately apply your Lordship's instructions at once and completely to the year to commence. This however can be done only by reconsidering the Colony's financial position and determining along with the items in which reduction of expenditure will be least injurious to the public interests. Your Lordship is aware that I have not been able to transact much business, and I fear there is little hope soon for the administration to clear them off arrears.

Nevertheless I shall endeavour to clear them off.
