Ordinance was framed in
accordance with directions from

Secretary of State contained in a Colonial
Office Circular of the 10th May 1869. It is
understood to apply only to
Cases
where relief has
been granted to Colonial Seamen
after the passing thereof.
It will be seen
by the 5th paragraph
of the Circular that the Board of
Trade from time to time issues
instructions for
the
incurring of
expenses for the Relief of cases calling
for special consideration, in addition to the Ordinary expenses incurred
