This Ordinance has long been needed here, as explained by the Acting Attorney General in his enclosed Report; and as just at present large assemblies gather to witness processions, illuminations, fireworks, &c. in honor of the arrival to this place of His Royal Highness the Duke of Edinburgh, the utility of the Ordinance has become strikingly apparent:
