Court of Summary Jurisdiction is empowered during Vacation in case the Chief Justice should be absent to act for him in civil cases subject to appeal and also if directed by the Governor to hold a Special Criminal Session.

The power of holding out a special Criminal Session in Vacation is at times of great importance as for instance in cases where the witnesses are on board a vessel under charter and have to leave at once. Section IX also provides that in the event both Judges being absent in Vacation the Governor may appoint a person to hold a Criminal Session.

Section X gives power to vary the periods of Vacation by Rule of Court so as to obviate in future the necessity of passing an Ordinance for that purpose.

This Ordinance will be found, I think, of great practical utility.
