It is proposed that a Winter Vacation of the Supreme Court shall be held during the month of February. This will scarcely interfere with the Business of the Court, for the festivities of the Chinese New Year, the Hong Kong Races and other public amusements usually take place during that month and cause a cessation of all work.

On the other hand, this Ordinance provides that the Court, instead of being closed during Vacation as before, shall be open for all Criminal Business and, by leave of the judge, for any pressing Civil Business which the parties interested are anxious, for particular reasons, to dispose of at once. Section VIII enables plaintiffs who have obtained a Verdict to Sign Judgement during Vacation by leave of the Judge. The latter qualification is put in to meet cases where the Defendant may wish to move the Court for a new Trial or to set aside the Verdict, or in actions under the Summary Procedure Ordinance (Bills of Exchange) where Defendants may wish to apply for leave to defend.

It is of great importance in a commercial place like this that plaintiffs should be able to issue execution at all times, so long as there are proper safeguards against any oppressive use of such power.
