leave of absence for seven months and 26 days from the 2nd November, that being the period of leave to which he is entitled under Standing Instructions, shown on the enclosed Certificate. At the same time it would, in the opinion of the Colonial Surgeon, be useless for Mr Deane to avail himself of any leave, which did not enable him to absent himself from Hong Kong during the Summer of 1870. I have, therefore, approved of his applying to Your Lordship for such further leave as may complete the term of 12 months total leave from the Colony.
Mr. Deane's departure causes very great inconvenience, as he is an excellent officer, and I need scarcely say that the Police Department in this Colony is one of the most important. At the moment I am unable to say what arrangements I may make for carrying on the Police duties during his absence, beyond stating that the second in Command, Mr Tandeleur Greagh, will act as Superintendent of the Force—a position which he may fairly claim as having had a complete and lengthened Police...
