Nevertheless, in the event of any marked increase in the number of insane patients amongst those domiciled here, it may become a necessary duty to provide that increased accommodation, the absence of which has hitherto entailed no inconvenience.

M. Fourfold says that the cases of lunatics are few, that if an Asylum were built the Chinese of the Mainland would not use it, & that the present plan of confining the Lunatics in the Gaol is inconvenient.

It is inconvenient for the lunatics; but if the cases are really few, and if there is the danger of the Asylum being improperly used by the mainlanders, I suppose…
