My despatch no 155

of 8 October will have informed you

that I am

"unable to sanction the principle of charging against the Special

Fund all Extra expenditure

incurred by the Colony.

on Police Education in excess

of a fixed normal standard;

and also that all expenditure

on Roads, Stations, Works, and

Telegraphs must be supplied from the account of that Fund.

As I had informed you in my despatch no 4 of

the 26th of March that the

objects to which these funds were to be appropriated had been clearly defined by

my predecessor, and that His Grace's instructions were not to be exceeded without further and special sanction"

and had further stated in despatch no 41/2 of the 1st of May that I should not express

any opinion on the subject of the gaming houses until I had received your reply to my despatch no 48, your assumption that I should sanction the principle which you had suggested with regard to the expenditure of that Fund

was unwarranted; and as
