Your Lordship has pointed. Vide S.S. to 36 Mach /69 art the tendency of the License Fund to accumulate in future years, and in corroboration thereof I enclose today's weekly report of the state of the Treasury wherein Your Lordship will perceive that deducting what are regarded as wholly unavailable monies, the balance in the chest is a very great $314,980, of which no less than $296,228 belongs to the Special Fund. The fact is that, without reformation in the Survey Department, and more competency in its officers to keep pace with their work; the money estimated to be appropriated from the Special Fund to Police Buildings and improvements within the scope of that Fund, cannot be got out and used quickly to prevent inconvenient accumulation. Nevertheless, if the License Fees were to be diminished or relaxed, the Licensees would not have that margin of profit for the complete suppression of all rival illegal gambling establishments.

I fear, therefore, that I must ere long call attention to the state of the Survey Department, but I confess that it is not easy to deal in the interim with the accumulations of the fund in question, though I hope for relief by Your Lordship's sanctioning...
