a supplementary estimate for the sums expended in 1868 in excess of the estimate
of that year amounting to $37,195. 9d.
Hitherto it has been customary
entirely
to frame such estimate on an
different basis, any excess on a particular work having been provided for specially,
and any saving on sums estimated
for establishments having been considered
